USPS has rules about contracts with employees

The ethics guidelines also apply to family members

The Postal Service is reminding employees of the ethics issues related to contracts.

USPS may enter into a contract with a current employee in three instances:

• To lease an employee’s vehicle in connection with their employment;

• To license a patent invention that is the sole property of the employee; and

• To lease real property, under certain conditions.

Postal Service employees cannot hold or bid on a highway contract route or delivery service contract.

However, an employee may work for a highway contract holder if they get prior approval by completing the appropriate form on Blue and emailing it to the USPS Ethics Office.

The Postal Service also does not enter into contractual relationships with an employee’s family members or individuals residing in an employee’s household, but an exception may be granted.

Section 7-12.1.2 of the Postal Service’s Purchasing Manual and Handbook AS-709 Section 1-7.3 and Section 1-15 have more information regarding when an exception may be appropriate.

A new video chronicles the life and legacy of the stamp subject and former first lady

The Postal Service has released a video about former first lady Barabra Bush, its latest stamp subject.

The four-minute video features comments from Acting Postmaster General Doug Tulino, who spoke at the stamp’s recent dedication ceremony; Susan Page, a Bush biographer; and Sam Bush LeBlond, one of Barbara Bush’s grandsons.

The stamp, which features Bush’s 2005 White House portrait, is available at Post Offices and on usps.com.

Here’s a look at recent USPS announcements

Adam E. Briones was named corporate accounting manager. He previously served as lease accounting manager.

Michael A. Calabrese was named integrated operations and planning director. He previously served as the Bethpage, NY, Processing and Distribution Center plant manager.

Michael A. Chestnut was named rural delivery director. He previously served as rural delivery strategy and policy manager.

Brian B. Code, customer products and fulfillment cost management center manager, was named acting commercial products and services portfolio director.

Sarah L. Dumais was named external reporting and technical accounting manager. She previously served as external reporting and account reconciliation manager.

Stephen K. Hurley, headquarters facility services director, retired after 19 years with the Postal Service.

Diane M. Ingland, Arkansas-Oklahoma District manager, retired after 34 years with the Postal Service.

Stephen A. Kochersperger, the USPS historian, received the Charles A. Fricke Award for an article published in La Posta: The Journal of American Postal History. The article describes how llamas are used to pack mail to LeConte Lodge, the highest elevation guest lodge in Great Smoky Mountains National Park.

Jeffrey A. Kyer II, change management director, was named acting training director. Tonia L. Bridges, field human resources program manager, was named acting change management director.

• Oklahoma City Postmaster Marcia J. Titus retired after 25 years with USPS. Melissa L. Pfluke, delivery operations support manager, was named Oklahoma City’s acting postmaster.

Mark W. Worrall, retail, healthcare and federal accounts director, retired after 25 years of federal service.

‘Simplifying File Management with OneDrive’

USPS Executive and Administrative Schedule and Postal Career Executive Service employees may participate in an upcoming online lunch-and-learn session about using OneDrive to store, access and share files seamlessly.

The 45-minute session, “Simplifying File Management with OneDrive,” will be held Wednesday, June 25, at 2 p.m. Eastern.
