USPS employees warned about flex account fraud
Online enrollment functions are paused
The Federal Flexible Spending Account Program (FSAFEDS) has temporarily disabled the enrollment function on its platform because of recent fraudulent activity.
Current participants are still able to submit claims for reimbursement while the enrollment functionality is disabled, and qualifying life events can be retroactively adjusted once the enrollment functionality resumes.
FSAFEDS identified a limited number of unauthorized enrollments in health care and dependent care flexible spending accounts, leading to unauthorized and unexpected deductions from affected employees’ pay.
The Postal Service is urging all employees to continuously monitor pay stubs for erroneous deductions, even if employees are not enrolled in a flexible spending account.
It is critical that any unauthorized deductions for a flexible spending account are immediately reported to FSAFEDS at 877-FSAFEDS (372-3337), 866-353-8058 (TTY) or 650-577-5294 (international).
Postal Service employees should not contact the USPS Accounting Service Center.

Here’s when and how to disclose personal information
The Postal Service is reminding employees to follow the mandates of the Privacy Act.
The 1974 federal law governs the collection, use and maintenance of the personal information that federal agencies gather and hold in their systems of records.
Under the law, all USPS employees and contractors must protect such information from unauthorized disclosure and misuse, whether it is the information of other employees, customers or business partners.
Employees and contractors are prohibited from:
• Disclosing information about another individual to any person or organization without authorization;
• Sharing personally identifiable information with co-workers or postal contractors unless they need to know it to perform their official job duties; and
• Maintaining an unauthorized system of records — such as a file, database or program — that contains personally identifiable information about individuals.
When an employee or contractor is authorized to share records or files with the public, such as in response to a valid Freedom of Information Act request, they should:
• Redact any information a requester is not entitled to receive;
• Edit PDF files to remove attachments, hidden information and links before releasing them; and
• Closely review all records and files prior to release to ensure that only information that can legitimately be shared is being released.

PSHB virtual seminar
USPS employees may participate in an upcoming virtual seminar on the new Postal Service Health Benefits (PSHB) Program.
The session will be held Tuesday, July 30, from noon to 1 p.m. Eastern.
PSHB — which takes effect in 2025 — is a new, separate program within the Federal Employees Health Benefits Program and will be administered by the U.S. Office of Personnel Management.
USPS employees, annuitants, and eligible family members are required to enroll in this new program.
The MyHR website’s PSHB page has more information, including the Zoom links and passcodes to participate. To find the page, enter “Postal Service Health Benefits” in the MyHR search bar.
Participation is voluntary. Nonexempt employees must be off the clock or on authorized breaks.
