John Morgan has been appointed delivery operations vice president.
He replaces Elvin Mercado, who held the role on an acting basis after Angela Curtis retired in 2024.
Delivery Operations is responsible for more than 167 million addresses across the nation.
Prior to assuming this role, Morgan managed Arizona-New Mexico District, where he oversaw 5,600 routes, 678 facilities and 10,000 employees.
Morgan began his USPS career as a letter carrier and has served in several leadership positions, including as the former Mid-America District manager and postmaster of Kansas City, MO; St. Paul, MN; and Phoenix and Tucson in Arizona.
He also represented retail and delivery operations during 2023 contract negotiations with the National Association of Letter Carriers.
