Gicker to lead Stamp Services

Bill Gicker Jr., the Postal Service’s newly named Stamp Services director, is interviewed at a dedication ceremony in 2012.

The Postal Service has named Bill Gicker Jr. director of Stamp Services, a department that produces more than 14 billion stamps and generates an estimated $4.5 billion in revenue each year.

Gicker, who has served in the position on an acting basis since 2019, will lead all aspects of the USPS stamp program, including design, development, stamp production, fulfillment, distribution, inventory management, marketing and First-Class Mail revenue generation.

In addition to the Stamp Services team based at USPS headquarters in Washington, DC, he will oversee Stamp Fulfillment Services in Kansas City, MO; the Stamp Distribution Center in Dulles, VA; and the Citizens’ Stamp Advisory Committee, a panel that selects subjects for recommended stamp releases.

Gicker began his postal career in Stamp Services in 1998. He has managed the development of more than 700 stamp releases and 1,900 stamp designs during his tenure.

“His experience has provided him with a deep understanding of every aspect of the stamp development process, from stamp subject submission and selection through national distribution, sales, marketing and fulfillment,” Marketing Vice President Steve Monteith wrote in a memo last week.

Gicker succeeds Mary-Anne Penner, who retired as Stamp Services director in 2018.
