• Robert Francis, international processing operations director, retired Dec. 1 after 39 years with USPS.
• Brian C. Gaines was named Pacific Northwest Processing Division director. He previously served as the Portland, OR, Processing and Distribution Center’s plant manager, a position now held by Daniel L. Day, who previously served as the Boise, ID, Processing and Distribution Center’s plant manager.
• Ramon Martinez Jr. was named the Oakland, CA, Processing and Distribution Center’s plant manager. He previously served as distribution operations senior manager.
